Automated Vehicles: Planning for the Future

This paper addresses testing, piloting and planning for a future in which vehicles will drive themselves without a human operator on-board. With so much investment in the US and internationally in AV research and development in both the public and private sectors, a future with AVs will become reality. But because there is time before full automation arrives, we have the luxury of using the time to slowly develop and test these new vehicles as well as to ponder and plan for the related disruptions that they will cause in the mobility ecosystem.
